Troubles Burn MKV to DVD

I have been using tsMuxeR and ImgBurn to burn my huge collection of MKV files to Blu-Ray disks. With a few exceptions this has been going well. My problem is that many of my movies are in the 4GB range and I'd like to put them on DVD's instead of BDs. I thought the process would be relatively similar but have been running into issues. Here is what I do.

1.) Use tsMuxeR to convert the MKV to AVCHD output
2.) Use ImgBurn to copy the BDMV and CERTIFICATE folders onto the DVD

I've noticed that when using tsMuxeR, the output for settings using both Blu-Ray Disc or AVCHD are extremely similar, if not the same. In either case, I tried creating both versions and burning them to a DVD.

In the end it says everything is successful, but when I put the DVD into the Blu-Ray player (which IS capable of playing AVCHD content) I just get sound. The Player's menu background stays up while the audio plays in the sound, but no visuals show up. I went back to check that the "level" in tsMuxeR was set to 4.1, and I'm using UDF 2.5 in ImgBurn. Finally, I ensured that the file was in a standard 1280x720 format. I'm a bit lost as to what I'm doing wrong. Do I use a different UDF for DVD's vs. Blu-Ray? Do I not burn the BDMV and CERTIFICATE folders to the disk, and rather something else? I've tried it for several movies but get the same problem every time.
