Video editor/data collection

I am a graduate student who was recently tasked with finding adequate media player software that allows for zooming in and frame-by-frame viewing to analyze data for a professor. These are video recordings of a psychology experiment of an experimenter interacting with a participant.

I have used both VLC and Windows Moviemaker and they both seem to have qualities that I like but I am having a difficult time trying to get them do what I need.

Concerning frame-by-frame, any time I try to set it up that way in VLC, it seems to restart. For Moviemaker, it will not let me use this function (perhaps I'm clicking the wrong thing) despite reading that it can. What am I doing wrong?

Also, is there a way for me pause the video and toggle between frames using the directional keypad? I am trying to detect very minute differences in facial muscles that would occur very quickly and it would help me if I could check for that. If not on these players, what would be some good ones for me to use?
