Is this ghosting, chroma shift/bleed?

Hi Just looking for what to call this effect - and then try to find a solution. I'm referring to the effect visible to the right of the speaker, most evident at the shoulder.

Workflow is 1980p->vc500->raw capture in virtualdub-> encode in megui w/ avisynth
