Artifacts in dark areas in all video players

Hello. I usually Google my problems and try to fix them but nothing i have tried seemed to work. The problem is that i get these weird artifacts that seem to appear in dark areas of videos. i tried using different video players tried different codec packs i re installed my display driver i checked different videos but they still seem to appear i tried using a HDD plugged into my tv and playing the same file and it looks great and also on my galaxy s3 and it looks great but when i use my laptop it happens i even tried plugging it to my tv with an hdmi its look really bad like these block like and vertical line artifacts.
